Finishing the story mode to 100% makes UFOs appear in the sky at a few spots, including over Mount Chiliad and above Fort Zancudo. Because the Chiliad mural shows a UFO, this was the first real payoff the mystery hunters got, and it arrived soon after launch since it needed a full completion save.
How to find it
Reach 100% completion, then stand on the viewing platform at the summit of Mount Chiliad at 3 AM in rain or a thunderstorm, or look above the Fort Zancudo base and near Sandy Shores.
